The United States has outlined a three-stage plan for Venezuela that begins with stabilizing the country, goes through a recovery process and culminates in a political transition. The strategy was presented this Wednesday (7) by US Secretary of State Marco Rubio, after the military operation that resulted in the kidnapping of Venezuelan President Nicolás Maduro by US forces last Saturday (3).
According to Reuters, Rubio’s statement came after a meeting with US senators, in which the secretary detailed the objectives of President Donald Trump’s administration’s plan for the South American country.
Plan seeks to avoid chaotic scenari
In explaining the first phase of the strategy, Rubio emphasized that the priority is to guarantee immediate stability. “We don’t want the country to descend into chaos,” stated the Secretary of State, commenting on the need for initial action focused on order and predictability. Economic recovery and market access The second stage of the plan, according to Rubio, is focused on the economic recovery of Venezuela. “The second phase will be what we call a recovery phase, and that means ensuring that American, Western, and other companies have access to the Venezuelan market in a fair way,” he stated.
National reconciliation and transition phase
According to Rubio, this recovery process will be accompanied by national reconciliation initiatives. “Furthermore, at the same time, we must begin to create a process of national reconciliation in Venezuela, so that opposition forces can be granted amnesty and released from prisons or brought back to the country, and begin to rebuild civil society,” the secretary stated.
In conclusion, Rubio emphasized that the plan foresees a final stage of political change. “And then the third phase, of course, will be one of transition,” he said, without detailing specific timelines or mechanisms for this phase.
