Human trafficking victims have been granted permanent residency rights in Brazil.

In order to have an identification document issued, foreigners must appear in person before the Federal Police Department bearing an official letter or a technical report issued by the Public Prosecution Service, the Public Defenders Office or the Labor Inspection Office confirming the occurrence of the crime and the need to formalize their migrant status.

In addition, applicants must present a passport or travel document confirming their identity; a statement, under penalty of law, that they are neither defendants in any court case nor have been found guilty of any crime in Brazil or abroad; two document sized photographs; and a consular certificate containing their personal and parents’ details.

The Justice Ministry Ordinance establishes that, if the documents presented are in full conformity with all requirements, the Federal Police Department shall proceed with the registration and issuance of a foreigner’s ID.
